Allied | Harbor Point is one of the largest residential developments at Baltimore’s Inner Harbor. The 25-story building includes more than 300 new apartments across a 17-story residential tower constructed over a 8-level parking podium with more than 1,200 spaces, ground floor retail, and a planned hotel. Positioned on a former industrial waterfront site, the building is notable for its scale, its integration into Harbor Point’s mixed-use master plan, and the engineering challenges of constructing on a remediated brownfield along the harbor’s edge.

D.W. Kozera, Inc. began its involvement during the preconstruction phase by completing detailed geotechnical evaluations of the subsurface conditions. These studies identified variable fill and compressible soils that required deep foundation systems to support the structure. Our team also provided design analysis for temporary lateral bracing of the existing steel sheet pile wall along Willis and Point Streets to allow safe excavation for pile caps and foundations. Through this early involvement, we established foundation recommendations that addressed site complexities and guided the contractor during construction.

As construction advanced, our work extended through the foundation installation phase. We performed dynamic pile testing (PDA) of the closed-end pipe piles to confirm pile capacities and refined driving criteria, and we monitored driven pile installations in the field. DWK also provided construction materials testing, including compaction control, concrete testing, and field density checks to confirm compliance with design requirements. DWK helped deliver a foundation system that supported the successful completion of Allied | Harbor Point, now a signature residential address on Baltimore’s waterfront.
