Preload and Surcharge Programs

Ground improvement strategies that accelerate settlement and improve soil performance before construction begins

D.W. Kozera, Inc. develops and supports surcharge and preload programs designed to manage settlement risks in soft or compressible soils. These ground improvement methods involve temporarily applying weight to the ground surface through soil fill or other loads prior to final construction. The added load accelerates soil consolidation, allowing settlement to occur before structural elements are placed, which significantly improves long-term stability and performance.

Preload vs. Surcharge
While often used interchangeably, preload and surcharge programs serve slightly different purposes. Preload typically refers to adding weight equal to the final anticipated structural load to encourage early settlement. Surcharge involves applying an even greater load than what the structure will eventually impose, accelerating consolidation and achieving higher settlements in a shorter time. Both are especially valuable on sites with high water content clays or organic soils where post-construction movement is a concern.

At D.W. Kozera, we design and evaluate these programs based on soil behavior, site constraints, and performance goals helping to reduce the need for deep foundations and improve performance of embankments, roadways, building pads, and infrastructure systems.
